[Spice_announce] Parameterized Dynamic Frames under Development

In response to customer requests, a prototype "parameterized dynamic 
frames" capability has been designed, implemented and tested as an 
augmentation to the core SPICE system. This capability allows custom 
specification of many new kinds of reference frames by NAIF or NAIF's 
customers.

When this new functionality is publicly released by NAIF (in the next 
release of the SPICE Toolkit, some months from now) it will be 
immediately useful to the fields-and-particles science community, and 
others.
