[Spice_announce] Updated SPICE Tutorials Available

The suite of SPICE Tutorials were substantially updated for a SPICE 
Tutorials Class held in May 2004 in Pasadena. Some further updates 
were made after that class.

The fully updated tutorials are now available from the NAIF server. 
They are available in both Microsoft Office format and in PDF format. 
In both cases you may obtain individual tutorials or a complete 
package of all 42 tutorials. The packages are available as both *.zip 
and *.sit archives.
