[Spice_announce] Some new flight project customers

ESA/ESTEC provided formal confirmation that it is embarking on fully 
using the SPICE ancillary information system in support of the 
science teams on its Rosetta, SMART-1 and Venus Express projects. 
ESTEC has recently begun providing SPICE SPK (orbit), CK (spacecraft 
attitude) and SCLK (spacecraft clock correlation) files to the 
Rosetta science team.

Scientists in Japan are beginning to use at least some SPICE 
components--perhaps all of SPICE--in support of the Hayabusa and 
Selene projects.
