[Spice_announce] No new leap second on January 01, 2012

There will NOT be a new leapsecond added on January 01, 2012. Thus the
current SPICE
leapseconds kernel, naif0009.tls, (last updated on 2008 July 7 to add the
leapsecond taking
place as of 2009 Jan 01) remains in effect until at least 2012 Jul 01.

P.S. There is some chance leap seconds will be discontinued. This proposal
will come to a vote at a January 2012 meeting of the International
Telecommunications Union - Radio Communications Sector.  For more
