[Spice_announce] Some down time for NAIF server on Thursday Dec 14th

The Network Appliance that provides disk storage for the NAIF server 
will be moved to a new location the morning of Thursday, Dec 14. This 
will disrupt both http and ftp access to the NAIF server. The 
interruption is scheduled to start at 6:00 a.m. PST and extend to 
possibly as late as 12:00 noon PST, but hopefully rather shorter.  Of 
course an unexpected problem could extend the outage.
