[Spice_announce] Release of updated high-precision Earth orientation binary PCKs

NAIF is pleased to announce the release of updated historical and long-term low-accuracy predict high-precision Earth orientation binary PCKs providing orientation of the ITRF93 frame.

This set of PCKs includes the new traditionally named low-accuracy long-term predict PCK "earth_620120_240827.bpc" and the new traditionally named historical reconstructed PCK "earth_620120_240827.bpc" with coverage starting on 1962 JAN 20, a decade earlier than the previous historical PCK.

In addition, this set includes a new PCK "earth_1962_240827_2124_combined.bpc" that for convenience combines high accuracy, historical and low-accuracy predict data in a single kernel.
