[Spice_announce] New WebGeocalc Version 2.7.1

NAIF is pleased to announce the deployment of the new WebGeocalc (WGC) 
Version 2.7.1 (5280 or 5281 N67 11-OCT-2023) on both NAIF's WGC servers:

         https://wgc.jpl.nasa.gov:8443/ (GUI only)
         https://wgc2.jpl.nasa.gov:8443/ (GUI and Web API)

This new version extends the Tangent Point calculation, adds support for 
GPS Time throughout the tool in GUI and Web API, and adds a section to 
the API reference documentation outlining a path to overcome the 
Same-Origin Policy when integrating WGC API into a user web-based 
application.

The Tangent Point calculation has been extended to allow the use of the 
position of a given object as seen from the observer as the ray's 
direction vector, and to support stellar aberration corrections for the 
ray's direction defined as a vector in a reference frame.

The support for GPS Time in a variety of formats including "Week past 
GPS zero time, TOW (seconds)" and "Seconds past GPS zero time" has been 
added to the Input Time widget in all calculations and to the Output 
Time widget in the Time Conversion calculation.

The WGC API reference documentation has been extended to include a 
section providing advice on how to overcome the Same-Origin Policy 
enforced by all modern browsers to the users who plan to develop a 
web-based application integrating WGC API, and offering a specific 
solution involving setting up a reverse proxy using Nginx running in a 
Docker container.
