[Spice_announce] New WebGeocalc Version 2.3.0

NAIF is pleased to announce the deployment of the new WebGeocalc version 
2.3.0 (5143 N67 28-FEB-2022) on both NAIF's WebGeocalc servers:

    https://wgc.jpl.nasa.gov:8443/    (GUI only)
    https://wgc2.jpl.nasa.gov:8443/   (GUI and Web API)

This new version:

    *  is based on the new SPICE Toolkit Version N0067, now
       supporting "Z"-terminated UTC strings on input

    *  adds a new Geometric Event Finder calculation --
       Illumination Angles Finder - both in GUI and
       in the Web API

    *  adds support for transmission aberration corrections
       in the Illumination Angles calculation

    *  extends the Surface Point specification widget in
       both calculations, and

    *  has minor usability improvements across many
       calculations.
