[Spice_announce] Second try: Several SPICE Announcements

Dear Colleagues,

This is a re-send of an earlier announcement. It turns out many people signed up to NAIF’s “spice_announce” Mailman system did not receive last week’s email due to an institutional change in the processing of emails. We’re sorry for distracting those who DID already receive this.

NAIF offers a SPICE Newsletter<https://naif.jpl.nasa.gov/naif/SPICE_News_Feb_2019.pdf>, including announcements about new versions of the WebGeocalc and Cosmographia tools, and announcement of, and registration form for, the next SPICE Training Class, to be held in June, 2019 near Pasadena California.

We hope you will share this news with your colleagues who might be interested in using the SPICE observation geometry system.
