[Spice_announce] Reminder: New leap second takes effect on July 1, 2015

Final reminder—a new leap second has been announced by the International Earth Rotation Service, to become effective at midnight on July 1, 2015.  Persons using SPICE software should obtain and begin using the "new" leap seconds kernel (LSK) that reflects this change:   naif0011.tls   or naif0011.tls.pc
