[Spice_announce] New NAIF Toolkit, Version N0060, fixes N0059 bug

NAIF has released the Version N0060 (N60) Toolkit as of Dec 19, 2005. 
This release is made solely to fix a bug introduced in the N59 
Toolkit related to use of high-precision earth orientation files. The 
generic instances of the N60 Toolkit can be downloaded from the NAIF 
server: http://naif.jpl.nasa.gov.

Instances of the N60 Toolkit augmented as needed for JPL flight 
projects (MRO and Phoenix) and for JPL navigation will be provided to 
those entities on 12/20/05.
