ROCKY7 Event Dictionary EK file contents.

     This event dictionary EK file was created from and contains most of
     the descriptive information found in a ROCKY7 Command and Telemetry
     Dictionary HTML pages.
 
     The descriptions of the events (rover commands and telemetry
     responses) and attributes, their types, ranges and default values are
     the types of information that can be found in this EK file. A single
     table, ROCKY7_EVENTS, is used to hold an information in the dictionary
     file.

     Each event in the dictionary EK file is represented by a few records:
     one per attribute plus an additional record for the event itself
     ("general description record")
