P_constants (PcK) SPICE kernel file

   The 1991 IAU rotation and shape model constants for Mars have been 
   extracted from the complete official NAIF PcK File "pck00004.tpc".
   These values originate in IAU 1991 Report and define the Mars rotation 
   that was used by the MGS MOLA team to register MOLA instrument data 
   products. Refer to the original complete PcK file for details on this 
   data.
