Usage Note

   In order to use this file, an INSIGHT SCLK file, containing
   coefficients mapping INSIGHT on-board time to ET, a standard LSK
   file, providing UTC to ET mapping, and a INSIGHT Frame Definitions
   file must be loaded into the user's program.
