   Since in the nominal landed position the lander frame is co-aligned
   with the local level frame (per e-mail from Shristopher Leeds,
   LMCO, from 04/08/15: "the +Y Landed vector of the mechanical frame
   pointing due East and the +X Landed vector pointing North, and Z is
   straight down") this CK provides identity rotation from the
   'INSIGHT_LL' frame to the 'INSIGHT_LANDER' frame as shown on this
