[Spice_discussion] CSPICE DLL for C#

Hi Eugenio,

We (JuliaAstro) compile CSPICE shared libraries for a lot of platforms for
our Julia wrapper. Have a look here:

If you want to compile it yourself, a CMake-based build script for DLL is
here:
