[Spice_discussion] GNU Makefile for N0064

Hello, everyone.

I wrote a makefile to build CSPICE N0064 so that I can build it in 
parallel (e.g. nice make -j16 or make -j -l4, etc.) rather than just 
with the C-shell script.  I've tested it (with GNU Make 3.81) on the two 
platforms to which I have easy access, 64-bit Linux and Solaris on 
SPARC.  If you think it's useful or you want to add another platform, 
just let me know.
