[Spice_discussion] IIRV files

The STEREO observatories about to be launched will have two separate telemetry 
downlink paths.  The normal downlink path is through DSN groundstations. 
Between these official station passes, the observatories will be broadcasting a 
low-rate telemetry stream (630 bps) of what is known as "space weather beacon" 
data.  The plan is to have a network of ground stations, managed by the NOAA 
Space Environment Center, collect this telemetry for space weather forecasting 
purposes.

For some of the ground stations, I need to generate IIRV-format files so that 
they can track the two satellites.  I have some documentation on the IIRV 
format, but I was wondering if there already was any software out there for 
generating IIRV files from SPICE kernels.
