[Spice_discussion] SCLK_PARTITION_START/END

Dear SPICE guys,

I have a question on the partition bondary information in the SCLK kernel 
files.

In my understandings, the information of the beginning and end of each 
partition are given as SCLK readout values in the encoded form. They are 
encoded to integral values in the unit "tick", but they are NOT the 
"encoded SCLK" (ticks since spacecraft clock start).

Is this correct?
