[Spice_announce] WebGeocalc server downtime

Starting very shortly (around 11:00 a.m PST) the WebGeocalc server (wgc.jpl.nasa.gov) will be down for an upgrade. This could take most of the day.

Once it is up and running again we will announce a new release of WebGeocalc.
