[Spice_discussion] .Net wrapper

Hello to all,

A few months ago, I shared with you a personal project that extended cspice and made it easier to use for uninitiated users :
Abstract file handling (kernels, frames, ...)
Object oriented approach
Propagator
Fuel balance
...

This project was implemented in C++ but today I implemented a cross-platform .Net connector to take advantage of the .Net productivity.

The native library (IO.SDK) and the .Net library (IO.SDK.Net) have been packaged with Nuget for easy integration.
