[Spice_discussion] IO Project - Spice C++ and .Net extension

Hello to all,

A few weeks ago, I shared with you a personal project that extends cspice and makes it easier to integrate with .Net or C++ projects.

Today the project has reached a new milestone and it's stable enough to become a public release.

This version incorporates a lot of new features, performance improvements or bug fixes but it was also a good opportunity to update the names to stay consistent with the features provided so IO.SDK has been renamed to IO.Astrodynamics and IO.SDK.Net to IO.Astrodynamics.Net.

IO.Astrodynamics targets C++ projects and IO.Astrodynamics.Net targets .Net projects.

These two distinct frameworks are cross-Platform (Linux / Windows)
